If your business operates in Washington, D.C. and employs tipped workers, you're required to provide sexual harassment prevention training and report completion to the DC Office of Human Rights (OHR). This article explains how to compile and submit your compliance report using data from Opus.

Understanding Self-Reporting Requirements

Reporting deadline: Submit your compliance report no later than 30 business days after training completion.

Many businesses choose to submit reports on a monthly basis rather than after each individual training session. This approach simplifies the reporting process when multiple employees complete training throughout the month.

❗ Important Legal Requirement: Employers are required by the D.C. Human Rights Act ("DCHRA") to comply with the mandatory sexual harassment training and reporting requirements described in the Tipped Wage Workers Fairness Amendment Act, D.C. Code § 2-1411.05a.

If your business does not comply with those training and reporting requirements, OHR may pursue administrative enforcement actions under the DCHRA.

The DC OHR requires specific information for each user. Some data can be exported directly from Opus (please confirm all business information for accuracy), while other information you'll need to provide from your own records.

💡 The fields "Name of trainer" and "Format of training" remain the same for all Opus-trained employees: Melanie Isola and Pre-Recorded Video.

How to Export Training Data from Opus

Step-by-step instructions for exporting completion data from Opus reporting:

  1. Log in to the Opus dashboard and navigate to the Sexual Harassment Prevention Training module

  2. On the module overview page, locate the Washington, D.C. version

  3. In the header of the D.C.-specific version, select Download D.C. OHR Report

  4. The report will download with your team’s training completion data

  5. (Optional) Monthly email reminders

    • Toggle on Monthly Email Reminders to receive this report automatically via email.

    • Each admin must enable this setting individually. By default, admins are not automatically subscribed to notifications.

Completing the DC OHR Compliance Spreadsheet

First, download the required reporting template: OHR_Training_Compliance_Report.xlsx

Once you've exported your training data from Opus, you can copy and paste the relevant information directly into the DC OHR spreadsheet. Follow these instructions:

  1. Open the DC OHR Compliance Spreadsheet in Excel

  2. Copy training data from your Opus export:

    • Date of training

    • Business name

    • Business address (if multiple locations, this should be the location where the trainee works)

    • Zip Code (if multiple locations, this should be the location where the trainee works)

    • Name of trainer (use "Melanie Isola" for all rows)

    • Format of training (use "Pre-recorded video" for all rows)

    • Name of trainee

    • Position of trainee

    • Email of trainee

  3. Enter your business information:

    • Federal Employer Identification Number (same for all rows)

    • Total number of staff in your business location (if multiple locations, this should be the location where the trainee works)

  4. Enter your name in the "Form submitted by" field

  5. Review all entries for accuracy and completeness

❗ Critical Formatting Requirements:

  • Submit the report in Excel format only—PDF submissions are not accepted

  • Complete the spreadsheet exactly as laid out in the template

  • Do not modify column headers or spreadsheet structure

Submitting Your Report

Email your completed report to:

  • Primary: tipsdc@dc.gov

  • Subject line suggestion: [Your Business Name] - Sexual Harassment Training Compliance Report - [Month/Year]

📩 You should receive confirmation from the DC Office of Human Rights after submission. If you don't hear back within a few business days, follow up directly with OHR.

FAQ

When do new employees need to be trained?

New employees must complete training no later than 90 days after their hire date, unless they've participated in equivalent training within the past 2 years.

What if an employee doesn't receive their certificate?

Every trainee must complete the satisfaction survey at the end of the training to receive their certificate of completion. If someone didn't receive their certificate, verify they completed the survey.

Who can I contact with questions about reporting requirements?

Contact the DC Office of Human Rights directly at tipsdc@dc.gov. You can also ask to be added to their email list to receive updates on requirements as they change.

How often do I need to submit reports?

Reports must be submitted no later than 30 business days after training completion. Many businesses find it easier to submit one consolidated monthly report rather than individual reports after each training session. You may opt-in to receive monthly reminders to submit your compliance report.

What happens if I miss the reporting deadline?

Failure to comply with training and reporting requirements may result in administrative enforcement actions under the DCHRA. Submit your report as soon as possible and contact OHR if you have concerns about compliance.
